The Opportunity
Challenge Community Services, founded and headquartered in Tamworth, has grown to support people with disabilities and children in foster care across NSW and southern Queensland.

The Challenge
With growth came a bigger footprint, more community touchpoints, and a need to connect with two critical audiences: prospective foster parents and those seeking disability support.
Challenge needed an agency with deep regional ties, proven PR smarts, and the ability to navigate both everyday storytelling, digital engagement, and crisis situations.



Our Approach
Telling the stories that matter most
We began with the stories that matter most: the annual swimming carnival, SDA housing unveilings, the Christmas toy drive and a national art competition. The moments that reflect Challenge’s community impact. Leveraging our media relationships, we secured consistent TV, print and radio coverage, keeping Challenge’s people and programs front and centre. We also prepared their CEO and divisional leaders for interviews, crafting messaging that connected emotionally and built trust.
At the same time, Challenge recognised the need to be ready for any scenario, good or challenging. We delivered stakeholder workshops to map existing systems, identify gaps and uncover opportunities. This work informed two core outputs, including a PR Strategy that aligned communications across disability services, foster care, allied health and supported employment, ensuring each activity connected seamlessly with their broader marketing plan.
Using insights from stakeholder workshops and both the PR strategy and marketing plan, c7even developed a Crisis Communications Framework that offered a clear, practical guide for preparing, responding and recovering from crises. It outlined roles, responsibilities and messaging approaches across a range of scenarios, giving the organisation confidence to act quickly and effectively when it mattered.
Strengthening Digital Presence
To strengthen Challenge’s digital footprint, c7even also delivered targeted digital marketing campaigns that reached priority audiences across social and search platforms. These campaigns attracted prospective foster carers, connected with people seeking disability services, and amplified flagship events and key initiatives. This focused digital presence expanded Challenge’s reach beyond organic channels and delivered strong, measurable engagement with their services.
